    Ehren Cory, President and Chief Executive Officer

    Ehren Cory is President and CEO of Infrastructure Ontario (IO). He was appointed CEO in February 2017. In this role, he works closely with his Executive team and with partners in both the public and private sectors to build, manage, finance and enhance the value of the Province’s assets.

    Ehren was previously the President of IO’s Project Delivery Division. He and his team led the tendering and construction oversight for all major infrastructure projects undertaken by the Province, ensuring on-time and on-budget delivery.

    He initially joined the organization in 2012, as Executive Vice-President of Transaction Structuring. In this role, he was responsible for ensuring the that all transactions undertaken by IO were designed to optimize market participation and deliver maximum value for taxpayers, through fair, open, and transparent procurement processes.

    Prior to joining IO, Ehren worked for 15 years as a management consultant, as a partner at McKinsey & Company. Ehren served as a leader in the Public Sector and Capital Projects groups, working with energy, and mining clients in both the public and private sectors on issues including operating strategy, project execution, risk management, and operations transformation.

    Marni Dicker, Chief Commercial Officer, General Counsel and Corporate Secretary

    Marni is Chief Commercial Officer, General Counsel and Corporate Secretary at Infrastructure Ontario (IO).

    Marni leads the Legal Services, Procurement, Business Strategy, Communications, Records Management, Insurance, Policy and Freedom of Information teams at Infrastructure Ontario. The Legal Department consists of legal experts in the areas of: AFP Transactions, Commercial Transactions, Real Estate and Leasing, Lending, FIPPA, Government Affairs, Litigation, Construction and Contract Management as well as Procurement. These teams work with all IO business units to deliver the complex projects handled by IO, whether civil projects like transit, transportation or bridges, or Social projects, such as hospitals and colleges. The Procurement team is responsible for all aspects of Procurement, which include RFQ’s, RFP’s, tenders, evaluations and final contract negotiations, and oversees in excess of $10 Billion worth of Procurements annually.

    Additionally, as Corporate Secretary, Marni is responsible for all Board Governance matters, and is the Vice Chair of the Investment & Risk Committee and AFP Steering Committee.

    Prior to IO, Marni was Senior Vice President, Business & Government Affairs and Corporate Counsel for SNC-Lavalin Inc. and prior that, Marni was a commercial litigation lawyer with two well known Bay street law firms.

    Marni is currently a Distinguished Visiting Scholar at Ryerson University, where she devotes her time to the Faculty of Engineering and Architectural studies, and to the Ryerson Law Practice Program. Marni is also on the steering committee for the Ryerson Law Practice Program (LPP).

    Marni has an Honors business degree (B.A. Com), a Bachelor of Civil Laws (B.C.L) and a Bachelor of Laws (LLB), as well as being a recognized Corporate Director (IcD.D).

    Kim Ellis, Executive-Vice President, Corporate Services

    Kim Ellis, Executive-Vice President, Corporate Services, joined Infrastructure Ontario in 2015 to lead a team of professionals who have the overall accountability on all Human Resources matters within the organization. Together, the HR team provide the systems, tools and processes that help our people to do their best work every single day.

    Kim brings with her more than 25 years of experience in Human Resources within the technology, healthcare, infrastructure and financial services sectors. She specializes in employee relations, labour relations, training, and employee development. Her most recent experience prior to IO was with SNC-Lavalin as Vice-President, Human Resources.

    A Queen’s University graduate, Kim also holds a Certified Human Resources Leader (CHRL) designation.

    Chris Gauer, President, Major Projects

    Chris and his team lead the procurement and manage the commercial aspects of construction for all major capital projects undertaken by the Province using IO’s made-in-Ontario delivery model, Alternative Financing and Procurement (AFP). IO is expanding his previous responsibilities leading the Civil team to include leadership of the Social Infrastructure group, involving the delivery of major buildings including hospitals, courthouses, educational and correctional facilities.

    Chris has almost 40 years’ experience working in the transportation field working on a wide range of major civil engineering projects. Since coming to IO in 2014, he led the Highways team and the Civil Roads and Transit group. Project initiatives include the Rt. Hon. Herb Gray Parkway in Windsor and the Highway 407 Extensions for MTO along with the Metrolinx LRT projects and the Go Regional Express Rail Electrification.

    His experience prior to IO over the past 20 years includes consulting work for private sector P3 project delivery and advising major government agencies in alternative delivery. Chris played a major role delivering major P3 highways in New Brunswick, the first Highway 407 expansion in Ontario and the Edmonton Anthony Henday Ring Road. As a P3 advisor, Chris worked with York Region on the Viva BRT and the Province of Manitoba on the CentrePort Canada Way project.

    Chris is a Professional Engineer in licensed Ontario and is trained in Value Engineering.

    Krishnan Iyer, Chief Financial Officer and Executive Vice-President, Lending

    Krishnan joined Infrastructure Ontario (IO) at the end of 2014. Krishnan Iyer leads the Corporate Finance & Risk Management team, and is responsible for the Lending team in his capacity of Executive Vice-President, Lending & Chief Financial Officer.

    Prior to Enwave Krishnan has over 13 years of international experience in mining, manufacturing, constructing and retail sectors, including at Alcan in the areas of Finance, treasury and managerial reporting.

    Krishnan holds a Master of Commerce degree from Calcutta University and is an Associate member of the American Institute of Certified Public Accountant and Chartered Professional Accountant of Ontario. He served on the Finance & Investment Committee of the Heart & Stroke Foundation.

    Toni Rossi, President, Real Estate

    A 25-year Commercial Real Estate professional, Toni leads the planning, transactions and overall management of the Province of Ontario’s 46 M sq.ft and 150 thousand acre Realty Portfolio. Toni was a key member of the Executive Team merging Ontario Realty Corp (ORC) and Infrastructure Ontario (IO) in 2011. Prior to the merger she was SVP, Development and Project Services and VP, Strategic Asset Management at ORC. Before joining the Crown Corporation, Toni was with Oxford Properties as Director of Development. The majority of her Real Estate career was with Cadillac Fairview where Toni held many retail and office property management, business reengineering, national operations and marketing positions culminating as GM TD Centre.

    Toni graduated from the University of Toronto and holds an Honours BPHE and her ICD.D from Rotman’s Institute of Corporate Directors. A passionate volunteer and fundraiser for many not-for-profit organizations over the years, Toni is currently serving as Director on the National Board of Habitat for Humanity Canada. She previously served as Chair of the Board for Habitat Toronto, was the First Chair of the largest Canadian Women Build in Toronto and Chair of an inaugural Board for a small Canadian Olympic Athlete’s Fund. An active mentor and member for industry associations, Toni is currently serving on the Urban Land Institute (ULI) Board as Co-Chair of the Women’s Leadership Initiative (WLI) Committee and has held positions on the Board for Toronto CREW, Toronto’s Legacy Committee and Toronto CivicAction Committees.
