TORONTO - Infrastructure Ontario (IO) and Metrolinx have awarded a fixed-price contract of $73M to EllisDon Infrastructure Transit (EDIT) to design, build and finance the Kipling Bus Terminal project. This station, located along the Milton Corridor in the City of Toronto, requires upgrades to accommodate the province's planned expansion to the GO network, the largest commuter rail project in Canada.

Members of the EDIT team include:

  • Designer: Strasman Architects, NAK Design Strategies and WSP Canada Inc.
  • Financial Advisor: EllisDon Capital Inc.

The selection of EDIT is the result of an open, fair and competitive procurement process overseen by a third party fairness advisor.

The scope of work for the Kipling Bus Terminal project includes:

  • An elevated pedestrian bridge to connect the new entrance/ancillary building to the new bus terminal building and rail platforms
  • A new pedestrian underground tunnel to connect the new entrance/ancillary building to the new bus terminal building and from the new bus terminal building to the existing TTC pedestrian tunnel and pedestrian pick up and drop off building
  • A new bus terminal building for MiWay and GO Transit operations
  • Renovations to the existing Kipling GO station building and existing TTC pedestrian pick-up and drop off building
  • Site infrastructure upgrades including parking and improved vehicular, bicycle and pedestrian accesses
  • The construction of a new private driveway for vehicular, bicycle and pedestrian accesses, including a new signalized intersection.

This project is part of the province's GO Regional Express Rail (RER) program. GO RER will provide faster and more frequent service on the GO Transit Rail network with electrification on core segments, including the Union Pearson Express. The program will provide new travel choices for commuters, significantly increase transit ridership, cut journey times and help manage congestion across the Greater Toronto and Hamilton Area (GTHA).

Major infrastructure updates are required to bring this level of service to communities across the region, including: modifying GO stations, improving rail crossings, building required systems for electrification, and adding new locomotives and train control systems.

EDIT will now mobilize on-site to commence design and construction in spring 2018, with an expected substantial completion in winter 2019. At the peak of construction, EDIT anticipates approximately 80 workers on-site, with the majority coming from the Greater Toronto Area.

Providing faster and more frequent transit service is part of Ontario's plan to create fairness and opportunity during this period of rapid economic change.
