Short-listed Companies Invited To Bid  

The Bluewater Health project has reached another key milestone with the release of a request for proposal (RFP) to build and finance the Norman site expansion and renovation.  The hospital will house ambulatory care, complex continuing care, acute mental health programs, maternal program, expanded dialysis centre, a larger, more modern emergency department, eight redeveloped operating rooms and capacity for an additional 40 acute care beds.

“Today's call for construction bidders brings the Sarnia-Lambton community one step closer to having an expanded, modern hospital that can better meet the region's health care needs of the future,” said Minister of Public Infrastructure and Renewal David Caplan. “This project is one of many in the McGuinty government's $30-billion plus investment plan to modernize infrastructure while ensuring value for taxpayer dollars.” 

“This project is an essential part of the McGuinty government's plan to modernize hospitals, reduce wait times and upgrade medical equipment in the local community and across the province,” commented Minister of Health and Long-Term Care George Smitherman.  “This project will benefit by over $30 million due to our government's new capital cost share policy.” 

“Our communities deserve the very best health care facilities we can offer and it's exciting for us to continue to move forward with the expansion and redevelopment of our hospital,” stated Sarnia-Lambton MPP and Minister of Culture Caroline Di Cocco. 

The following pre-qualified companies have been asked to respond to the RFP to build and finance the project: 

  • Bondfield Construction Company Ltd. 
  • EllisDon Corp. 
  • PCL Constructors Inc. 
  • SNC-Lavalin Group Inc. 

The four general contractors were short-listed through a request for qualifications (RFQ) issued in March 2006. The RFQ process identified companies with the construction, operational and financial capacity required to undertake a project of this size and complexity. Once submissions to the RFP are received and reviewed, a winning proponent will be selected. Construction is scheduled to begin in the spring of 2007.

In partnership with Bluewater Health, this project will be managed by Infrastructure Ontario as part of ReNew Ontario, the province's five-year infrastructure investment plan. 

Infrastructure Ontario is an arm's length Crown corporation dedicated to the renewal of the province's hospitals, courthouses, and other essential public assets. Ensuring appropriate public control and ownership, Infrastructure Ontario uses private financing to strategically rebuild vital infrastructure, on time and on budget. 

All infrastructure projects will be guided by the principles in the government's Building a Better Tomorrow framework, ensuring public ownership of core public assets such as hospitals, schools and water and wastewater infrastructure.
