TORONTO - Infrastructure Ontario (IO) and the Ministry of Transportation (MTO) have released a request for proposals to the three teams shortlisted to design, build, finance and maintain the Highway 427 Expansion project.

A request for qualifications issued in July 2015 shortlisted the top three teams based on their construction capability, experience, qualified personnel and financial capacity to deliver a project of this size and scope. The teams include:

Teams will spend most of 2016 preparing proposals that will detail how they will design, build and finance the project, as well as how they will maintain the highway expansion for a 30-year period. Upon evaluation of the proposals by IO and MTO, a successful proponent will be announced at financial close in early 2017.

The Highway 427 Expansion project includes a new 6.6-kilometre extension from Highway 7 to Major Mackenzie Drive and a 4-kilometre road widening from south of Albion Road to Highway 7. Construction is expected to begin in 2017 and the highway is anticipated to be open to traffic in 2020.

The project is being delivered under IO's Alternative Financing and Procurement model, which transfers risks associated with design, construction, financing and maintenance of the project to the private sector.

The Highway 427 expansion is part of the largest investment in public infrastructure in the province's history - about $160 billion over 12 years, which is supporting 110,000 jobs every year across the province, with projects such as roads, bridges, transit systems, schools and hospitals. In 2015, the province announced support for more than 325 projects that will keep people and goods moving, connect communities and improve quality of life.
